Motivation And Organizational Efficiency in Public Utilities: Insights from A Zambian

Abstract
This study investigates the influence of employee motivation on organizational efficiency within the public utility sector, focusing on Eastern Water and Sanitation Company (EWSC) in Zambia. Despite structured operational frameworks, the organization continues to face challenges in service delivery, employee engagement, and productivity. Understanding how motivation drivers impact these outcomes is critical in bridging this gap. Grounded in Goal-Setting and Expectancy Theories, the research utilizes a mixed-methods approach, incorporating both employee surveys and interviews with supervisors. The findings reveal that motivation is shaped by factors such as goal clarity, fairness of reward systems, quality of feedback, and support from leadership. Inconsistent communication, lack of timely feedback, and limited training opportunities reduce employee morale and organizational alignment The study recommends enhancing motivational drivers through structured goal alignment, transparent reward mechanisms, and real-time support systems. Emphasis is placed on cultivating a work culture where employees feel valued, supported, and recognized for their contributions. This would not only improve individual performance but also enhance service delivery and operational effectiveness in public sector utilities.By offering insights into motivation-related challenges and solutions, this study contributes to workforce development literature and provides practical strategies for public service organizations in developing economies.
