National Interest versus Regional Interest in a Multi-Party System: An Analytical Study बहुदलीय व्यवस्था में राष्ट्रीय हित बनाम क्षेत्रीय हित: एक विश्लेषणात्मक अध्ययन

Abstract

One of the most prominent features of the Indian political system is its multi-party character and the continuous emergence of regional aspirations within it. For three decades after independence, there was a period of one-party dominance, but from the latter half of the 1980s, the multi-party system gave a new direction to Indian democracy. This research paper presents an in-depth and detailed analysis of the conflict, balance, and dynamics that arise between 'national interest' and 'regional interest' within a multi-party system. The study examines how regional political parties carved out a place on the national stage by advancing their provincial identity, linguistic sensitivities, and economic demands. The paper highlights that although the aggressive assertion of regional interests has, on several occasions, created challenges such as policy paralysis, national security concerns, and deadlock in foreign policy, it has also made Indian federalism more inclusive, democratic, and dialogic. Ultimately, the paper concludes that national interest and regional interest are not opposed to one another but complementary, and that a strong multi-party democracy is one that accommodates provincial diversities while achieving an integrated national goal.

 

भारतीय राजनीतिक व्यवस्था की सबसे प्रमुख विशेषताओं में से एक इसका बहुदलीय स्वरूप और इसमें क्षेत्रीय आकांक्षाओं का निरंतर प्रस्फुटन है। स्वतंत्रता के उपरांत तीन दशकों तक एकदलीय प्रभुत्व का कालखंड रहा, परंतु 1980 के दशक के उत्तरार्द्ध से बहुदलीय व्यवस्था ने भारतीय लोकतंत्र को एक नई दिशा दी। प्रस्तुत शोध पत्र बहुदलीय व्यवस्था के अंतर्गत 'राष्ट्रीय हित' और 'क्षेत्रीय हित' के मध्य उत्पन्न होने वाले द्वंद्व, संतुलन और गतिशीलता का एक गहन और विस्तृत विश्लेषण प्रस्तुत करता है। यह अध्ययन इस बात का परीक्षण करता है कि किस प्रकार क्षेत्रीय राजनीतिक दलों ने अपनी प्रांतीय पहचान, भाषाई संवेदनशीलता, और आर्थिक मांगों को आगे बढ़ाते हुए राष्ट्रीय पटल पर स्थान बनाया। शोध पत्र में यह रेखांकित किया गया है कि यद्यपि क्षेत्रीय हितों की आक्रामक अभिव्यक्ति ने कई बार नीतिगत पंगुता, राष्ट्रीय सुरक्षा चिंताओं, और विदेश नीति में गतिरोध जैसी चुनौतियाँ पैदा की हैं, किंतु इसने भारतीय संघवाद को अधिक समावेशी, लोकतांत्रिक और संवादात्मक भी बनाया है। अंततः, यह पत्र यह निष्कर्ष निकालता है कि राष्ट्रीय हित और क्षेत्रीय हित एक-दूसरे के विरोधी न होकर पूरक हैं, और एक सशक्त बहुदलीय लोकतंत्र वही है जो प्रांतीय विविधताओं को समेटते हुए अखंड राष्ट्रीय लक्ष्य की प्राप्ति करे।
