The Role of Regional Parties During the Era of Coalition Governments (1989–2014): A Study गठबंधन सरकारों के दौर (1989-2014) में क्षेत्रीय दलों की भूमिका: एक अध्ययन

Abstract

The period from 1989 to 2014 represents an epoch-making transitional phase in the history of Indian politics, generally referred to as the 'era of coalition politics' or 'the age of the multi-party system.' With the 9th General Election of 1989, the one-party dominance of the Indian National Congress formally came to an end, and regional political parties made a decisive entry into the centre of national politics. This research paper presents a multidimensional and analytical study of the role, influence, and strategic behaviour of regional parties in the various coalition governments formed at the Centre between 1989 and 2014.

The study highlights how, during the periods of the National Front (1989–1991), the United Front (1996–1998), the National Democratic Alliance (NDA: 1998–2004), and the United Progressive Alliance (UPA: 2004–2014), regional parties played the role of 'kingmaker' and policy-shapers. This paper examines the impact of regional aspirations on the discourse surrounding Indian federalism, foreign policy, economic reforms, and secularism versus communalism. The study concludes that although the excessive influence of regional parties sometimes gave rise to policy paralysis and political instability, it also lent Indian democracy a more inclusive, representative, and federal character.


वर्ष 1989 से 2014 का कालखंड भारतीय राजनीति के इतिहास में एक युगान्तकारी संक्रमण काल का प्रतिनिधित्व करता है, जिसे सामान्यतः 'गठबंधन राजनीति का युग' या 'बहुदलीय व्यवस्था का दौर' कहा जाता है। 1989 के 9वें आम चुनाव के साथ भारतीय राष्ट्रीय कांग्रेस के एकदलीय प्रभुत्व (One-Party Dominance) का औपचारिक अंत हुआ और राष्ट्रीय राजनीति के केंद्र में क्षेत्रीय राजनीतिक दलों का निर्णायक पदार्पण हुआ। प्रस्तुत शोध पत्र 1989 से 2014 के मध्य केंद्र में निर्मित विभिन्न गठबंधन सरकारों में क्षेत्रीय दलों की भूमिका, प्रभाव, और रणनीतिक व्यवहार का एक बहुआयामी एवं विश्लेषणात्मक अध्ययन प्रस्तुत करता है।

अध्ययन में यह रेखांकित किया गया है कि किस प्रकार राष्ट्रीय मोर्चा (1989-1991), संयुक्त मोर्चा (1996-1998), राष्ट्रीय जनतांत्रिक गठबंधन (NDA: 1998-2004), तथा संयुक्त प्रगतिशील गठबंधन (UPA: 2004-2014) के दौर में क्षेत्रीय दलों ने 'किंगमेकर' और नीति-निर्धारक की भूमिका निभाई। यह पत्र भारतीय संघवाद विदेश नीति, आर्थिक सुधारों, और धर्मनिरपेक्षता-बनाम-सांप्रदायिकता के विमर्श पर क्षेत्रीय आकांक्षाओं के प्रभाव का परीक्षण करता है। अध्ययन निष्कर्षित करता है कि यद्यपि क्षेत्रीय दलों के अत्यधिक प्रभाव ने कभी-कभी नीतिगत पंगुता और राजनीतिक अस्थिरता को जन्म दिया, किंतु इसने भारतीय लोकतंत्र को अधिक समावेशी, प्रतिनिधिक, और संघात्मक स्वरूप प्रदान किया।
