Public Administration and Primary Health Administration in Himachal Pradesh: An Assessment of Policies and Programmes

Abstract

Primary Health Administration (PHA) constitutes the foundation of an effective public healthcare system and plays a pivotal role in ensuring equitable access to healthcare services, particularly in geographically challenging states like Himachal Pradesh. Public administration serves as the institutional mechanism through which health policies are formulated, implemented, monitored, and evaluated. This paper examines the role of public administration in strengthening Primary Health Administration in Himachal Pradesh through an assessment of major health policies and government programmes. Using a qualitative research methodology based on secondary data, the study analyses the administrative framework, governance mechanisms, policy implementation, and programme outcomes in the state. The findings indicate that administrative reforms, decentralised governance, digital health initiatives, and national health programmes have significantly improved healthcare accessibility and service delivery. Nevertheless, challenges such as difficult terrain, shortage of healthcare professionals, infrastructural gaps, and interdepartmental coordination continue to affect the efficiency of Primary Health Administration. The paper recommends strengthening administrative capacity, improving human resource management, enhancing community participation, and expanding digital governance to ensure sustainable primary healthcare services.
